Meeting at the Strategic Level between Heads of Prosecutor’s Offices and Police Agencies

Today (06/16/2016), a third meeting of the Strategic Cooperation Forum of the Heads of the Prosecutor’s Offices and the Police Agencies in B&H was held in the official premises of the State Investigation and Protection Agency (SIPA). The meeting was initiated by the B&H High Judicial and Prosecutorial Council (HJPC) as part of the activities carried out within the project "Strengthening prosecutorial capacities in the criminal justice system", with the financial support of the Swiss Government and the Government of the Kingdom of Norway.

The meeting focused on strengthening coordination and cooperation between police officials and prosecutors during investigations and collecting evidence, with particular emphasis on the acting and mutual coordination in execution of special investigative actions. Draft Guidelines on the Acting of Prosecutors and Authorized Officials in Execution of Special Investigative Actions was presented, which was prepared by local experts (representatives of prosecutor’s offices and police agencies). In addition, previously presented suggestions on the draft document and the manner of its adoption were discussed at the meeting.

Participants of the meeting also discussed the so-called KTN cases in prosecutor’s offices, i.e. cases in which a report was submitted on the existence of grounds for suspicion on a criminal offense being committed against an unknown perpetrator, with the aim of finding ways to improve the efficiency of work in such cases, and efficiently detect perpetrators and to shed light on crimes.

The meeting was attended by Deputy Chief Prosecutor of the B&H Prosecutor’s Office, Ozrenka Neskovic; Chief Prosecutor of the FB&H Prosecutor’s Office, Zdravko Knežević; Chief Prosecutor of the RS Prosecutor’s Office, Mahmut Švraka; Chief Prosecutor of the RS Special Prosecutor’s Office, Miodrag Bajic; Chief Prosecutor of B&H Brcko District Prosecutor’s Office, Zekerija Mujkanović and the Deputy Chief Prosecutor of the Sarajevo Canton Prosecutor’s Office, Aida Topalovic. In addition, the following police heads attended the meeting: SIPA Deputy Director, Đuro Knezevic; RS MoI Police Deputy Director, Darko Culum; Director of the Federal Police, Dragan Lukac and the Chief of Police of the B&H Brcko District, Goran Pisić, as well as the representatives of the HJPC.

Participants of the meeting concluded that successful cooperation and coordination between law enforcement agencies and prosecutor’s offices at all levels in B&H is crucial for an effective fight against all forms of crime and contemporary security challenges and for establishing rule of law in our country.
