Agency Director’s Office
Director’s Office is responsible for processing correspondence, documents and other materials addressed to the director; the Director’s office also carries out protocol activities, prepares conferences and other meetings organized by the Agency or the director; establishes cooperation with other administrative bodies and organizations with regard to activities falling under the scope of the Office; ensures and organizes smooth performance of director’s function and transparency of the Agency’s work; cooperates with competent bodies, services for public relations and media; participates in development of work programmes, progress reports and other written materials of the Agency relevant for transparency of its work.
Criminal Investigation Department
The Criminal Investigation Department (CID) is involved with prevention, detection, and investigation of criminal offences falling under the jurisdiction of the Court of B&H; detecting and apprehension of perpetrators and bringing them before the prosecutor, under the supervision and in consistence with directions and orders of the prosecutor in line with B&H Criminal Procedure Code. CID provides Financial-Intelligence Department with operational support collects intelligence and information about crimes, follows-up and analyses security situation and phenomena favouring occurrence and development of crime; organizes and performs criminalistics expertise.

Financial-Intelligence Department
Financial-Intelligence Department (FID) was established pursuant to Article 11 of the Law on the State Investigation and Protection Agency. Article 13 of the same Law defines competences according to which the FID receives, collects, documents, analyses, investigates and submits information, data, and documents received in accordance with the Law and other B&H regulations related to prevention of money laundering and funding terrorist activities to the prosecutor. The FID implements international cooperation on prevention and investigation of money laundering and funding terrorist activities, and provides financial intelligence expert assistance to the prosecutor.
The FID was established pursuant to the definition of financial-intelligence units of Egmont Group (gathering of financial intelligence units worldwide) and became operational on December 28, 2004, upon entry into force of the Law on the Prevention of Money Laundering. On the annual assembly held on June 29, 2005 in Washington D.C, the FID was granted full membership in the Egmont Group.
The FID’s working processes are regulated by the Law on the Prevention of Money Laundering setting out all the duties and competences of the FID, as well as duties and obligations of the persons under obligation and other authorities according to the provisions of this Law. The above-mentioned Law establishes measures and responsibilities for detection, prevention, and investigation of money laundering and funding terrorist activities, and prescribes measures and responsibilities of international cooperation on prevention of money laundering and funding terrorist activities.

War Crimes Investigation Centre
The War Crimes Investigation Centre, within its competence, collects information, detects and investigates war crime offenses and criminal offences punishable under the international martial and humanitarian law, defined by the Criminal Code of Bosnia and Herzegovina (BIH CC): :

- Crimes Against Humanity, Article 172;
- War Crimes Against Civilians, Article 173;
- War Crimes Against the Wounded and Sick, Article 174;
- War Crimes Against Prisoners of War, Article 175;
- Organizing a Group of People and Instigating the Perpetration of Genocide, Crimes Against Humanity and War Crimes, Article 176;
- Unlawful Killing or Wounding of the Enemy, Article 177;
- Marauding the Killed and the Wounded at the Battlefield, Article 178;
- Violating the Laws and Practices of Warfare, Article 179;
- Individual Criminal Responsibility, Article 180;
- Violating the Protection Granted to Bearers of Flags of Truce, Article 181;
- Unjustified Delay of the Repatriation of Prisoners of War, Article 182;
- Destruction of Cultural, Historical and Religious Monuments, Article 183;
- Misuse of International Emblems, Article 184.
The War Crimes Investigation Centre cooperates with the International Criminal Tribunal for the Former Yugoslavia on investigation and criminal prosecution of persons indicted for committing criminal offenses of war crimes and criminal offenses punishable under the international martial and humanitarian law.

Witness Protection Department
The Witness Protection Department performs duties and tasks in line with Law on witness protection programme of B&H and other B&H regulations related to witness protection whose purpose is to provide protection of a witness before, during and after criminal proceedings in order to enable the witness to testify freely and openly in criminal proceedings before the Court of Bosnia and Herzegovina. The Witness Protection Department also decides on and implements any measure to be taken in relation to a foreign witness present in Bosnia and Herzegovina under an agreement or arrangement between Bosnia and Herzegovina and a foreign State relating to witness protection, promotes cooperation and exchanges information with relevant non-governmental organizations, government bodies as well as other foreign state authorities and international organizations responsible for witness protection.
Such form of organizational and institutional witness protection within police or other law enforcement institutions in B&H has not existed in recent history of Bosnia and Herzegovina at state, entity or any other level of state organization.

Internal Organizational Units
Internal Control Department
The Internal Control Department conducts investigations based on complaints related to misconduct and work of police officials and other employees of the State Investigation and Protection Agency, conducts investigative procedures on the use of force, use of lethal force, excess of authority and corruption in police.
At the entrance to the Agency’s Headquarters, Sarajevo Regional Office, Mostar Regional Office, Banjaluka Regional Office, and Tuzla Regional Office, the Internal Control Department set up boxes for the citizens to put complaints about the work of SIPA’s employees. Special Support Unit
The Special Support Unit is trained for an independent action against various types of terrorism under all meteorological conditions and on different geographical locations, as well as action against all types of crime in situations when the use of basic police and criminalistic forces is insufficient or unreliable in security, criminal-tactical and material-technical terms. The Unit is trained for resolving all types of hostage situations, rapid and efficient neutralization of terrorist criminal groups or individuals; terrain search and pursuit after trained terrorist groups or individuals, under various conditions, with the use of different tactical and manoeuvre possibilities while performing the tasks set, and using different types of offensive intrusion actions. Additionally, the Unit is trained for high risk pursuits after suspected perpetrators of criminal offenses from the competence of Court of Bosnia and Herzegovina; pursuits after runaway criminals, high risks apprehensions, apprehensions of individuals suspected of committing war crimes and criminal offenses punishable under the international martial and humanitarian law, as a support to the Centre for War Crimes Investigation. The Unit can be employed as a support to protection of VIPs and delegations during their visits to Bosnia and Herzegovina, as a support in protecting buildings of significant importance, particularly when there is a high risk of terrorist threats against the buildings, and as a support for the Department for Protection of People and Buildings in re-establishing public peace and order in a wider area surrounding the protected buildings.
In cooperation with other police authorities, and other administrative or state authorities, the Unit provides support, pursuits and apprehends persons planning terrorist criminal offenses, provides assistance in elimination of consequences caused by natural disasters, in water related accidents, and in resolving various crisis situations. The Unit can perform terrain search, blocking of a specific area, setting up road ambushes and other types of actions with the intention to prevent an attack or criminal offense. In performance of the aforementioned tasks, the Unit can use different types of weapons and equipment for firearms support, neutralization or elimination of terrorist groups.
Operative Support Service
The Operative Support Service performs work and tasks of the Agency’s continuous operative duty, coordinates the work of the duty services in the Regional Offices and organizational units, performs organized and planned application of the operative and tactical measures and actions with the aim of timely collection of data and intelligence on criminal activities of groups and individuals, performs counter-diversion protection within the competence of the Agency, prepares programs and directly organizes training for all the Agency’s organizational units, maintains and develops the Agency’s information system, develops and uses communications and crypto-protection system, and performs other tasks.

Service for Administration and Internal Support
The Service for Administration and Internal Support functions as administrative support to other organizational units of SIPA. The activities and tasks of this Service are developing of programs, information and reports; establishing relevant cooperation with other services of the Agency’s Departments, as well as other authorities and organizations in relation to the Service’s scope of work, following-up and analyzing the effects of the laws and other regulations on the work of the Agency and an expert clarification with the aim of a uniform implementation and application of regulations, following-up and analyzing personnel issues related to the lawful admission and discharge of staff, etc.

Service for Material and Financial Matters
The Service for Material and Financial Matters functions as a logistic support to the other organizational units of SIPA. The work and tasks of this Service to establish relevant cooperation with other Departments and Services of the Agency, as well as other authorities and organizations with regard to the Service’s work; it is in charge of the implementation of programs of material equipping, performs accounting, financial and property law activities, maintains vehicles and facilities of the Agency, receives, stores and distributes all procured and donated goods, develops annual budgets, follows-up the budget implementation, keeps all accounting records stipulated by the law, settles all payment obligations to suppliers, etc.

The Banja Luka Regional Office, pursuant to the law, performs work and tasks falling within its competence, covering the following areas: Una-Sana Canton Ministry of Interior within the Federation of Bosnia and Herzegovina, and the Security Services Centre Banja Luka and Doboj in the Republic of Srpska.
